Full Implementation of the Electronic Certification, Authentication, and Verification (ECAV) System

Southville International School and Colleges/South SEED-LPDH College informs all concerned students and alumni that the Commission on Higher Education – Regional Office has released CHED-RO Memorandum No. 40, Series of 2025, officially mandating the full implementation of the Electronic Certification, Authentication, and Verification (ECAV) System for all higher education institutions.
Starting July 1, 2025 all requests for academic documents that require CHED endorsement or authentication—particularly those intended for local or international use (e.g., DFA Apostille, employment, migration, and graduate studies)—must be processed through the ECAV system.
📌 Key Reminders:
- Manual or walk-in processing for CHED authentication will no longer be accepted meaning students will be the one to process it via the ECAV system.
- All academic documents needed for ECAV are still to be requested from the Registration Office.
